The Marxist-Leninist Party of North America is very small at the moment—far too small to achieve legal recognition, a key precursor to participation in congress (for an explanation of how even a bourgeois congress is still useful to the Marxist-Leninist movement, please read What Is to Be Done? Burning Questions of Our Movement and "Left-Wing" Communism: An Infantile Disorder, both by Vladimir Lenin)—and in order to rectify this, workers need to band together within the Party to escape its proto-Party state and become productive.

The Party expects all candidate and full members to read and study its essential reading lists, to participate in investigation in the real world to determine in greater detail and accuracy the general and specific conditions of North America, to help in the formation of the theory of Socialism with North American characteristics, to participate in criticism and self-criticism based in Marxism-Leninist theory and real-world investigation, to cut out and critique the revisionist, reformist, dogmatist, opportunist, idealist, and chauvinist trends in the existing Western Socialist movements, to participate in discussions and Party decisions, and to execute Party activities as assigned.

Party elections, rules, program, and constitution are still pending. These will be according to the lines of the essential theory required by the MLPNA, with particular focus on What Is to Be Done?, The State and Revolution, "Left-Wing" Communism: An Infantile Disorder, all by Vladimir Lenin, and Theses on the Organizational Structure of the Communist Parties and the Methods and Content of their Work by the Third Congress of the Communist International. Additional focus for the development of the Party's goals under the dictatorship of the proletariat will be based on The Principles of Communism by Friedrich Engels, recognizing that sometimes switchbacks and reversions will be necessary as material conditions change, and when these occur, the proletariat is to be informed 1. what violations of the principles have been committed, 2. why they were committed, and 3. how the Party intends to rectify it in the future, for the purposes of keeping the proletariat on the path to the First and Second Stages of Communism, keeping them educated, and keeping them informed.
